NCST notices Odisha CS, DGP in migrant labourer's hand chopping case

Taking note of the barbaric and heinous act described in the petition filed by human rights activists Radhakanta Tripathy, the panel has asked the three authorities to respond within 15 days. "If the commission does not receive a response from you (the officials) within the specified time," the NCST stated in its July 4 notice, "it may exercise the powers of civil courts and issue summons for your appearance in person or by a representative before the commission."
His family members discovered him at a rescue center in Gujarat, where he was receiving treatment after losing his palms. On July 3, a police team from Baliguda traveled to Mumbai to investigate the incident.
The petitioner stated that migrant workers continue to suffer as poverty alleviation schemes have failed to benefit them, citing similar inhumane incidents in Odisha and other states. He also accused the Odisha government of gross negligence and inaction. "The sequence of events is barbaric and ghastly in nature, and it continues unabated due to a lack of adequate and timely government intervention," he asserted.
Tripathy requested the NCST for legal action against the perpetrators and artificial limbs for the victims, as well as compensation and rehabilitation, while suggesting some specific short and long term measures to eradicate distress migration.
